Moore Road Improvements: During July 2022, the CAB has requested that the County add the construction of improvements on Moore Road, which includes creating a four-lane roadway section between Waterton Road and Titan Road, to the Project. The County negotiated pricing for the additional work with HEI Civil, and this will be an additional $3,087,122.83 for Change Order No. 2. Additionally, there was a new “Moore Road Infrastructure Development Agreement” approved by the BOCC on July 12, 2022, that guarantees reimbursement of the costs of the improvements by the CAB. Construction on Moore Road began in August 2022, and will continue with utlity relocates during the winter months, and roadway construction is ‘anticipated’ to occur in spring 2023. Anticipated completion date will be in July 2023.
Waterton Road Extension: The need for the extension of Waterton Road to give those in Roxborough Village, Chatfield Farms, Roxborough Downs, River Canyon and Sterling Ranch an alternative to Titan Road as they travel to and from US Highway 85 is identified in the County’s 2040 Transportation Master Plan.
Waterton Road – Phase 1 & 2 and Turn Lanes on Airport Road – Rendering
Background Information:
- Douglas County, the Sterling Ranch Development Company, and the Sterling Ranch Community Authority Board (“CAB”) entered into the Amended & Restated Waterton Boulevard Infrastructure Development Agreement on August 19, 2020. The Agreement provided for the construction of Waterton Road between Rampart Range Road and Moore Road (“Project”).
- After bids were received, a construction contract (original contract amount was $14,639,421.00) was approved by the Board of County Commissioners (BOCC) and awarded to HEI Civil (Hudick) on July 27, 2021.
- Construction began on August 10, 2021.
- The CAB then requested that the County add the construction of the extension of Eagle River and Sterling Ranch Blvd. to Waterton Road to the Project (an additional $511,027.55) approved as Change Order No. 1 by the BOCC on November 16, 2021.
- Change Order No. 2 was approved by the BOCC on July 12, 2022 (an additional $3,087,122.83) to HEI Civil’s contract adding the construction of improvements on Moore Road (see “Description” section below for more details), as well as a new “Moore Road Infrastructure Development Agreement” that guarantees reimbursement of the costs of the improvements by the CAB.
Waterton Rd – Phase 2 – current phase
Phase 2 of the project was approved by the Board of County Commissioners, in partnership with Sterling Ranch Community Authority Board (CAB) and the Sterling Ranch Development Company. The completion of this roadway project will provide much-needed secondary access into the Chatfield Basin along with additional roadway capacity and a more reliable transportation network. Phase 2 anticipated construction costs are fully funded by Sterling Ranch CAB and Sterling Ranch Development Company for a total of $16,130,082. The County will be responsible for the construction management of the project. Phase 2 of the project is completed and now open as of October 14, 2022.
Waterton Rd – Phase 1 of the project was completed and open to the public Aug. 7, 2020, and included the construction of a 2.8-mile minor arterial two-lane roadway between Airport Road and Moore Road, four bridges, drainage facilities, and fencing. There are four bridges on the Project that were designed for elk crossing since the roadway crosses the County’s major wildlife corridor between the Pike National Forest and the Highland Ranch OSCA. There are two, single-span bridges and two, three-span bridges. The Indian Creek Bridge on the east end of the project has a total bridge length of 410 feet. The completed roadway will have two 12-foot lanes with paved shoulders.
