File and Schedule Your Appeal Online

Appeals of individual parcels may be scheduled and filed online beginning July 1st and must be submitted on or before July 15 for real property and July 20 for business personal property. If you elect to receive email communications all information will be confirmed to the petitioner’s email address provided. If you do not elect to receive email communications, you will be notified by mail.

To preserve your right to appeal, your appeal must be submitted online, postmarked, or hand-delivered on or before:
  • July 15, 2022, for real property (accounts starting with  ”R”)
  • July 20, 2022 for personal property (accounts starting with “P”)

Appeals of individual parcels to the Douglas County Board of Equalization may be filed online beginning July 1, 2022.  In order to file an appeal online, you will need the Account Number and the Appeal Number found on the Assessor’s Notice of Determination (NOD), which will be mailed out on or before June 30, 2022.

Online Appeal Information will open on July 1, 2022.

File a Written Appeal

All written appeals must be accompanied by the Notice of Determination completed as described under the appeal instructions, including an estimate of the value of your property(ies), and your signature. The petition is not valid without a signature.

Include evidence supporting your petition. Evidence previously submitted to the Assessor must be resubmitted to the CBOE. The CBOE is not affiliated with the Assessor’s office. Income, expense, and rent roll data should be submitted on an investment property. Please upload appeal documents no later than two business days prior to your hearing to the CBOE website at https://apps.douglas.co.us/apps/cboe

A letter of agency or Appointment of Agency Form – signed by you IF an agent or attorney is filing the Petition for you OR you cannot attend the hearing, but you will be represented by someone who is not an owner of the property.

What should I include with my CBOE appeal?

  1. A letter of agency or Appointment of Agency Form signed by you IF an agent or attorney is filing the Petition for you OR you do not plan to be at your hearing but you do plan to be represented by someone who is not an owner of the property.
  2. Evidence previously submitted to the Assessor must be resubmitted to the CBOE.  The CBOE is not affiliated with the Assessor’s office.  Income and expense data should be submitted on leased property.

 What should I include with my written appeal?

  3. A copy of any evidence supporting your petition.  Evidence previously submitted to the Assessor must be resubmitted to the CBOE.  The CBOE is not affiliated with the Assessor’s office.  Income and expense data should be submitted on leased property.
  4. If your appeal is in writing, please provide the dates and times you are unavailable to attend a hearing on the Petition.  Hearings will be scheduled beginning July 11, 2022, and continuing through July 29, 2022.  If an email address is provided on the Petition, you will be notified of the time for the hearing by email, otherwise, you will receive written notification by mail.

This hearing will be a teleconference using Microsoft Teams and will be conducted remotely by a hearing officer experienced in property valuation. You will be able to connect to the hearing with either a computer or telephone. The CBOE online application provides the means for the Petitioner and Assessor to provide information to the hearing officer and each other.  All documents intended to be considered by the hearing officer must be submitted into the system, or delivered in-person, or received by regular mail at Douglas County offices, within two business days of the scheduled hearing. Copies of Assessor documentation will also be submitted online and can be downloaded by the Petitioner in the two days prior to the hearing.

Once a petitioner elects to receive email communications and an email address is provided all contact from Douglas County CBOE will be sent to the email provided. Unfortunately, servers or SPAM filters often block important messages or send them to your junk mail folder because they don’t recognize the sender.  Once you provide an email address please add the CBOE email [email protected]  and the domain @douglas.co.us to your email address book or contact list.  Please also be sure to check your junk email or SPAM.

Once your hearing is scheduled, you must upload your documentation by clicking on the Current Documents tab.  Important:  Please have all documents necessary for the hearing uploaded to the system within two business days of the hearing date and time.  The assessor’s documentation will also be available within two business days of the hearing.

Uploading Documents Online

Once your hearing is scheduled, you must upload your documentation by logging into the online appeal application at https://apps.douglas.co.us/apps/cboe and clicking on the Current Documents tab.

In order for documents/evidence to be considered by the referee, it is important to have all information necessary for the hearing uploaded to the system within two business days of the hearing date and time.  The assessor’s documentation will also be available within two business days of the hearing.

Supported document formats include:  Text files (.rtf, .txt), Microsoft Word (.doc, .docx), Microsoft Excel (.xls, .xlsx), Adobe PDF (.pdf), Images/photos (.jpg, .jpeg, .jpe, .gif, .png, .bmp).  Maximum file size for each uploaded document is 25 MB, and anything above that threshold will be refused by the application.
